Who administers the program?
Xcel Energy — specifically its Colorado operating subsidiary, Public Service Company of Colorado (PSCo) — runs a portfolio of residential energy-efficiency rebates funded through a small line item on electric bills. The program is regulated by the Colorado Public Utilities Commission (PUC) and audited annually. Rebates are paid from the ratepayer pool, not from federal grants, which is why the program is stable across federal-policy changes.
Only PSCo electric customers at the install address qualify for the heat-pump piece. If your electric provider is Colorado Springs Utilities, Mountain View Electric Association, IREA in certain ZIPs, or another municipal utility, you're outside this specific program — but you still qualify for the utility-agnostic state and federal stacks. The three tiers, in plain English
The 2026 Xcel Colorado heat-pump rebate is structured in tiers keyed to equipment efficiency. Roughly:
- Standard tier. Air-source heat pumps meeting the base ENERGY STAR requirement (typically SEER2 ≥ 15.2 and HSPF2 ≥ 8.1 in Region V).
- High-efficiency tier. Heat pumps at higher SEER2/HSPF2 thresholds — the specific SEER2 and HSPF2 breakpoints move by program year.
- Cold Climate Heat Pump tier. ENERGY STAR CCHP-listed equipment with published capacity and COP data down to 5 °F. This is the largest tier and where most modern Daikin Aurora and Fit installs land.
Tier-specific dollar amounts are published annually at xcelenergy.com/HomeRebates. Confirm the current amount before ordering equipment — we lock it on the quote, but the program-year publication is the source of truth.
The rebate structure rewards actual field performance, not marketing. If the equipment isn't on Xcel's approved list, the rebate doesn't apply — even if the SEER2 number on the brochure looks great.
What qualifies as a "cold-climate" heat pump for Xcel?
Two conditions:
- The equipment must be listed on the ENERGY STAR CCHP list at time of install. This is a formal EPA product-category listing, not a marketing claim.
- The matched indoor + outdoor combination must have an AHRI certificate showing rated capacity and COP at 5 °F outdoor.
Most Daikin Aurora and Daikin Fit configurations qualify, as do Mitsubishi Hyper-Heat, Bosch IDS Premium, and Trane XV19 low-ambient. Not every model in every catalog qualifies — the AHRI reference for the specific coil/condenser pair is what matters, not the product family. How does the paperwork actually flow?
As a participating PSCo contractor, we handle the filing:
- We confirm your PSCo electric-account status at estimate (bring a recent bill; it takes 90 seconds).
- We lock the current program-year rebate amount for your equipment tier on the written quote.
- We deduct the rebate from your invoice at install — you never pay the gross number and wait for a check.
- We submit the paperwork to Xcel within 30 days of install, using the AHRI certificate and your equipment invoice.
- Xcel audits ~10 % of installs; if yours is one of them, they may contact you or us to verify the install occurred as documented. Cooperation is quick; we've done hundreds of these.

What if the program amount changes between quote and install?
Xcel occasionally updates program-year tables mid-cycle. Colorado Bear's policy:
- If the program amount increases between your signed quote and your install date, we pass the increase through to you.
- If the program amount decreases between signing and install, we honor the quoted amount for 30 days from signing, then re-quote against the new tier.
This is written into the standard install agreement. It's a real difference from some contractors who quote against "current tier subject to change" and pass the risk to the customer.
Stacking with the state and federal credits
The Xcel rebate stacks — meaning it applies in addition to, not instead of — the following:
- Colorado SB23-016 — the $1,500 state heat-pump credit (2026 program year; verify at the Colorado Energy Office), applied at install when your installer is CEO-registered. Colorado Bear is registered.
- Federal 25C — 30 % of installed cost up to $2,000/yr on heat pumps, claimed on your tax return via IRS Form 5695.

Non-heat-pump equipment: what qualifies?
The Xcel Colorado program covers several other equipment categories with smaller rebate amounts:
- High-efficiency (95 %+ AFUE) gas furnaces — smaller rebate, doesn't stack with the heat-pump-specific state or federal credits.
- Central air conditioning at SEER2 ≥ 15.2 — smaller rebate.
- Ductless mini-splits at qualifying efficiency levels — often the top tier for smaller/adjacent-space applications.
- Heat-pump water heaters — a separate rebate category with its own dollar amount.
- Smart thermostats — small rebate for select ENERGY STAR-listed devices.
A whole-home electrification package — CCHP + heat-pump water heater + smart thermostat — carries the largest total Xcel rebate available to Colorado residential customers. What if my rebate stack changes after I sign?
Program-year changes are the most common variable. Refrigerant-transition changes (R-410A → R-454B in 2025 and beyond) also affect which specific equipment qualifies at which tier.
