New construction in Castle Rock: what to demand from your builder's HVAC package

The five HVAC specifications most Castle Rock builders will trade away to hit a price point — and how to keep them on the plan set before closing.

New construction in Castle Rock and Douglas County is booming — Meridian, Founders Village, Terrain, Cobblestone Ranch, and the Castle Pines Village build-outs are pumping out new homes at a rate the market hasn't seen since 2007. Every one of those homes gets an HVAC system that was spec'd by the builder's mechanical subcontractor, priced against a construction-loan budget, and installed on a schedule that leaves no time for anyone to check the work. About 70 % of the HVAC problems we see in Castle Rock homes built between 2018 and 2024 trace back to five specific corners the builder cut during construction. This article covers those five specifically, and what to demand — in writing — before you sign a purchase agreement.

The five most-cut corners in Castle Rock new construction HVAC

1 · Single-stage 80 % AFUE furnace when 95 %+ modulating is only $1,000 more

The builder-grade default furnace in most Castle Rock new construction is a single-stage 80 % AFUE unit — the cheapest legal option. Upgrading to a 95 %+ AFUE ECM-blower two-stage or modulating furnace costs the builder $600 – $1,200 at wholesale plus a modest additional venting cost (PVC exhaust and intake versus B-vent up through the roof). If you catch it before drywall, the change-order price to you is typically $1,000 – $2,500. If you buy the home as-built and want to upgrade later, it's a $6,500 – $10,500 replacement.

2 · Undersized returns and 6-inch flex everywhere

Manual D duct-sizing calculations produce room-specific duct diameters. Builder-grade practice is to install 6-inch flex universally and hope for the best. The result: rooms that need 150+ CFM at 0.1 in wc pressure drop end up starving because 6-inch flex can't deliver more than about 90 CFM at that pressure. The upstairs master, the great room, and the finished basement almost always fall into this bucket.

Return-air undersizing follows the same pattern. Manual D would specify enough return grille net free area to move the design CFM at healthy static pressure. Builder-grade practice is often a single return grille of "standard size" regardless of the equipment. On the day the system is commissioned, static pressure at the plenum reads 0.75 – 0.9 in wc external — every reading above 0.65 is a system fighting itself. 3 · No Manual J load report on file

Douglas County's mechanical permit process technically requires ACCA Manual J compliance for new HVAC installations. In practice, some builder-HVAC subs produce the report and file it with the permit packet; others skip the step and hope the plan reviewer doesn't ask. If you close on a home and later request the Manual J from the builder, and they cannot produce it — that's a code-compliance issue on the builder, not on you. But it's a much better position to be in before closing than after.

Ask for the Manual J load report as part of the walk-through documentation. Real answer looks like a room-by-room BTU/hr table with a whole-house total. Non-answers include "we sized it based on square footage" or "our engineer signed off." Neither is Manual J.

4 · No duct-blaster or blower-door test on record

IECC 2018 (adopted in Douglas County since 2019) requires new-construction envelope air-leakage testing (blower door) and duct-leakage testing (duct blaster) with specific pass thresholds — 3 ACH50 on the envelope, 4 CFM/100 sqft on the ducts. In practice, some builders test every home; others do a "sampling" arrangement with the code inspector where only 10 – 20 % of homes are actually tested. The rest are certified based on the sample.

This matters because a home that leaks 20 CFM/100 sqft of ductwork loses 20 – 30 % of its conditioned air to unconditioned space, and the HVAC system was sized for a home that leaks 4. That mismatch shows up as a comfort complaint by year two. Ask if your specific home was blower-door and duct-blaster tested at completion. Ask for the test results. If they can't produce them, you have leverage before closing.

5 · No commissioning report — no static pressure, no combustion analysis, no charge verification

Every HVAC system needs a commissioning step at install: measured static pressure, combustion analysis (for gas equipment), refrigerant charge verification (for cooling equipment), airflow verification, thermostat calibration. On a properly commissioned install, all of these are documented on a service-record card the installer leaves with the equipment.

On builder-grade installs, this card is often blank or absent — the installer connected the equipment, verified it turns on, and moved to the next house. The result: systems that limp along at 80 – 85 % of nameplate performance from day one, with no baseline data to detect degradation. Ask for the commissioning report at walk-through. If it exists, it lives in the mechanical room; if it doesn't, that's a real punch-list item.

A new Castle Rock home with a builder-grade HVAC package running today at 85 % of nameplate performance is a home that will disappoint you before year three. Fix it at the purchase-agreement stage or plan to fix it later.

What to demand in writing (design-center or purchase-agreement stage)

  1. Furnace upgrade: 95 %+ AFUE ECM blower minimum, two-stage or modulating preferred. Marginal cost to the builder is $600 – $1,200; change-order price to you $1,000 – $2,500. Straight-up cheaper than replacing later.
  2. Cooling upgrade: 16 SEER2 variable-speed AC or cold-climate heat pump (dual-fuel or all-electric). Bigger jump in cost and rebate stack; often the change-order works out roughly cost-neutral after Xcel + SB23-016 + federal 25C.
  3. Duct sizing per Manual D — no universal 6-inch flex. Written into the addendum: "duct sizing per ACCA Manual D calculations, provided on request." Ideally with a copy of the Manual D report attached.
  4. Manual J load report attached to the purchase agreement. Room-by-room BTU/hr table, whole-house total, and identifiable software output (Wrightsoft Right-J or Elite RHVAC).
  5. Duct-blaster and blower-door test at completion, with results delivered at walk-through. This is already technically required; putting it in writing puts it on the builder's radar.
  6. Commissioning report at walk-through. Static pressure, combustion analysis, charge verification. Delivered as a service-record card left in the mechanical room.

All six of these fit on a single-page addendum to the purchase agreement. Most Castle Rock builders will negotiate them for a real (but modest) change-order price during the design-center window. After close, they're all substantially more expensive to correct.

What about mechanical ventilation and radon considerations?

New Castle Rock construction is generally tight enough (blower-door under 3 ACH50) that ASHRAE 62.2 triggers a mechanical-ventilation requirement — usually met by a bath-fan-based continuous exhaust system. Ask if the builder is delivering an ERV or HRV instead; ERVs recover 60 – 80 % of the temperature energy while exchanging stale air for fresh, and pair well with radon mitigation (Colorado is EPA Zone 1).
